Phil is a partner in the Financial Services and Markets Department.  Phil has a broad practice advising financial market participants on law and regulation affecting their business and their products.  

He is counsel to hedge, credit, private equity and real estate fund managers, banks and investment banks, brokers and corporate financiers, exchange-traded product providers and payment institutions. He advises pension schemes on their investments, as well as being involved often in M&A, finance and restructuring in the financial services sector. Phil is Chair of the Tax, Legal and Regulatory Committee of Invest Europe (the EU private equity trade association), a member of the Regulatory Committee of the British Property Federation, a member of the Alternative Credit Council Technical Group, and a member of the Buy-Side Scoping Forum of the Financial Markets Law Committee.

Phil's recent work includes:

  • advising on the payments law aspects of Western Union's US$1 billion acquisition of the Travelex Global Business Payments unit
  • assisting Chinese securities regulators to compare global regulatory regimes for private equity
  • advising the trustees of a £1 billion UK occupational pension scheme on a revised liability-driven-investment programme
  • lobbying UK and European authorities on the European Directive on Alternative Investment Fund Managers and advising clients how to take advantage of it
  • advising the first and second UK private equity firms to become fully authorised under the AIFM Directive
  • advising a consortium of international investment banks on the merger of Turquoise (their multi-lateral trading facility) with Baikal (a London Stock Exchange subsidiary)
  • assisting financial sector clients to overhaul anti-bribery and corruption policies

Phil read Law at Peterhouse, Cambridge, and has spent the whole of his career at Travers Smith.

Chambers UK 2014 praises Phil for his advice as it is "always backed up with good reasoning and commercial awareness". He is also highlighted for being "able to describe things from a practical point of view".

Phil was recently presented with an "Outstanding Contribution Award" by the European Private Equity and Venture Capital Association. He is featured in The Lawyer's Hot 100 2015: Corporate and listed as a winner of the 2015 Emerging Leaders Awards Europe by the M&A Advisor. Phil is also ranked as a Highly Regarded Individual in Who's Who Legal Private Funds 2016, which describes Phil as “incredibly knowledgeable”.
