The Howard League for Penal Reform (Howard League) is the world's oldest prison reform charity, with a long history of bringing people together to advocate for penal reform. Howard League wants to move the dial on punishment away from cruelty and towards building a more humane and effective response to crime that provides justice and helps to reduce reoffending.
We are currently assisting the Howard League with a project which examines potential racial disparities in criminal convictions by joint enterprise. Joint enterprise is a common law doctrine where an individual can be jointly convicted of the crime of another, if the court decides they foresaw that the other party was likely to commit that crime. We are also working closely with grassroots charity, Joint Enterprise Not Guilty by Associates (JENGbA) which holds the only existing records of the individuals currently in prison due to joint enterprise convictions.
